            The Commissioners have the responsibility to assess property and manage taxpayers' dollars in the most efficient manner.  Working closely with all row officers and department heads, services are funded through grants, as well as local funds.  They supervise the overall management and maintenance of all county property, buildings and bridges.  The Commissioners approve all new positions and set the wages and benefits for all employees and elected officials.  Public meetings are held weekly to approve expenditures and contracts and conduct all county related business.

Tax Assessment Office – Randy Waggoner, Chief Tax Assessor

 
            This office is responsible for generating and maintaining Real Estate and Occupational assessments.  It assesses newly built structures and additions, and periodically reassesses all taxable Real Estate.  It works with local tax collectors and school districts.  It maintains property record cards and aerial maps of the County.

Treasurer’s Office/Tax Claim Office – Margaret M. Bolton, Treasurer

 
            The Treasurer sells dog licenses,  kennel licenses, fishing licenses, hunting licenses, antlerless deer licenses, sportsman firearm permits, bingo and small games of chance licenses.  As the Perry County Tax Claim Bureau this office handles all delinquent real estate taxes.  Tax collectors report to and balance their accounts with the County Treasurer.

Veterans’ Affairs Office- Lynn Van Leaven, Director

 
            The Veterans’ Affairs office assists veterans in obtaining benefits and official discharge papers by determining their eligibility and preparing necessary Veterans’ Administration forms.  It provides assistance to the widows/widowers of recently deceased veterans.  It also coordinates with local veterans organizations to disperse appropriations for expenses for Memorial Day, Veterans Day, and Independence Day observances.  The office issues grave burial flags to appropriate agency/organizations in observance of Memorial Day.

Voter Registration Office – Bonnie Delancey, Department Head

 
            The Voter Registration Office handles all aspects of voter eligibility, including registration, change of address, change of party and candidacies for county and municipal offices.  It verifies all election petitions and prepares all ballots and election certificates.

Fiscal Office – Stevie Jo Heller, Chief Fiscal Officer

 
            The Fiscal Office prepares financial statements, all the County’s bills and prepares the budget.  It maintains the County retirement account and County payroll.
Handles County grants and purchasing for the County.

Perry County Planning Commission – Jason Finnerty, Perry County Planner

 
            The Perry County Planner is responsible for the preparation and updating of the Perry County Comprehensive Plan.  Administration of the Perry County Community Development Block Grant Program.  Administration and Enforcement of the Perry County Subdivision and land development ordinance.  Review and report on subdivision and land development plats.  Provides planning expertise to local municipalities, community organizations, developers, and the general public. 
 
Public Meetings are held at the Perry County Commissioners Conference Room the third Wednesday of each month.

Perry County Emergency Management – 911 Center Larry Smeigh, Coordinator

 
            The 911 Center is the single answering point in Perry County for municipal police, fire/rescue and emergency medical services.  It operates 24 hours a day and is staffed by 7 full-time and 21 part-time dispatchers.  All county police, fire companies and ambulances are dispatched by radio from this location, utilizing 2 remote tower sites, one on Buffalo Mountain and one on McKeehan Road.  This communications center and the remote tower sites are all supported by emergency generators in the event of a major power outage.

Receptionist – Antoinette Scotta/Linda Shaffer

 
            The Receptionist answers all incoming calls to the Courthouse, directs the public to the various offices, handles tourist information for Perry County and assists other County offices.  The Receptionist also schedules tours of the County offices and schedules meetings for the Courthouse and Rhinesmith Buildings.

Probation Office – Thomas Radel, Chief Probation Officer

 
            This office supervises defendants sentenced by the Court to probation or parole, develops and monitors defendant payment plans for court costs, fines, supervision fees and restitution due, brings defendants who violate the conditions of their probation/parole back before the Court, assists local, state and federal law enforcement agencies, processes criminal complaints involving juveniles, completes Juvenile Social Histories and makes treatment/placement recommendations to the Court, supervises, counsels and advises juveniles placed on probation.  Works with schools and community agencies to educate the public and prevent criminal behavior.

Sheriff’s Office – Carl Nace, Sheriff

 
            This Department is responsible for courtroom security for trials, hearings, and conferences.  It also provides security for Domestic Relations, Children and Youth Services and Office for Aging.  The sheriff’s staff is responsible for all prisoner transport whether being held in this County or another.  This department serves civil and criminal papers, holds sheriff sales, issues concealed weapons permits, investing crimes, apprehends and jails criminals.  It works with the Tri-County Drug Task Force, municipal police departments and the Pennsylvania State Police.

Prothonotary’s Office – Brenda Albright, Prothonotary

 
            This office acts as a custodian of a variety of court funds, exhibits, testimony, and records.  It also records and files a variety of legal records, such as liens, notes, certificates, petitions, issues passports, and licenses.  The Clerk of Courts maintains all records on appeals, judgments, decrees, audit reports, court actions, trials, subpoenas, and foreclosures.

Register and Recorder’s Office – Wendy Welfley, Register and Recorder

 
            The Recorder of Deeds Office handles the recording of deeds, right of ways, mortgage satisfactions, release and assignment of mortgages and any other documents pertaining to land transfers.  It also handles the recording of military discharges.
            The Register of Wills Office handles the probate of a decedents estate, filing of inheritance tax return and collection of said inheritance tax.
            The Clerk of Orphans Court Office handles the adoption records, records pertaining to incapacitated persons, and marriage licenses. (All records are open to the public, with the exception of adoption records and military discharges.)
            This office distributes funds to the different municipalities, school districts, state and County Government.

District Attorney’s Office – Charles Chenot, District Attorney         

 
            The District Attorney’s Office is responsible for prosecuting criminal and vehicular offenses, which occur in Perry County.  Attorney’s from the District Attorney’s Office participate in District Justice hearings, bring formal arraignment, conduct plea negotiations, schedule and conduct trials, participate in sentencing, and act on behalf of the Commonwealth in appeals of criminal convictions.  The attorneys also prosecute juvenile crimes, appeals of summary convictions, and violations of Protection From Abuse Orders. The District Attorney’s Office coordinates criminal investigations by the police departments and works with other states to return Perry County inmates to the states where the crimes were committed and to return inmates from other states to Perry County for prosecution.  In addition, the office works with other agencies in the County to provide support and information to victims of crimes.

Judges Offices –  Honorable Kate Morrow, President Judge

            These judges make rulings on matters that are in controversy and formally come before the Court.  They also administer the Courts in so far as scheduling is concerned.  They are in charge of administering the personnel in the Judges, Probation, and Domestic Relations Offices as well.

Perry County Prison – David Yeingst, Warden            

 
This facility is responsible for the care, custody and control of persons legally committed by the District Justices and the Court.  The facility has a rated capacity of 137 beds, housing male individuals being eighteen (18) years of age or older.  The average confinement time is approximately 3 months, but may be as long as two (2) years. The prison is principally a short-term place of confinement, and encourages sentenced inmates to participate in the Work Release programs.

Courthouse Annex – Penn State Co-Operative Extension – David Swartz, Director     
 
            This office provides educational programs, publications and community leadership to the general public.  The services include: agricultural related expertise, (dairy, livestock and crops, horticulture), family living issues, (parenting, foods & nutrition and consumerism), and opportunities for youth through the 4-H program, (animal science, plant science, nutrition and many other hands on project activities).  Assistance is available on an individual or group basis by staff members or specialists of the Pennsylvania State University.

Perry County Conservation District – Todd Brajkovich, Director       

 
            This office is responsible for natural resource conservation within the County in two ways—by developing and implementing local soil conservation plans for County farmers, and implementing the State Erosion and Sediment Pollution Control and Chesapeake Bay Nutrient Management Programs, which deal with decreasing sediment and nutrient pollution to county waters.
            Other programs the Conservation District is involved with are Ag-Land Preservation, Conservation Education, Stream and Wetland permitting and the Gypsy Moth Spraying.  The Conservation District also handles the volunteer County recycling program.

Office for Aging – Rachel Meyer, Director

 
            This agency provides the following services to people age 60 and better… transportation, home delivered meals, congregate meals, medical equipment, home support, personal care, outreach, family caregiver support, domiciliary care, intensive in home services, information and referral, senior centers, primetime health, health insurance counseling, legal, ombudsman and protective services.

Domestic Relations Office – Catherine Merwin, Director

 
            The purpose of the Perry County Domestic Relations Section is to establish, collect, distribute and enforce support orders.  Cases are initiated when the custodial parent petitions the Court to order payment of support.

Children & Youth Services- Lori Lower, Administrator

 
            Children and Youth Services are responsible for the investigation of any child abuse and neglect referrals, which occur in Perry County.  There is a twenty-four hour, seven day a week coverage.  Caseworkers visit families in their homes during days and evenings.  Other services provided include individual therapy for victims of sexual abuse, individual therapy for adult and juvenile sex offenders, a weekly therapeutic parent’s group, a group for families in which violence occurs, and family preservation services.
            Children and Youth also provide foster care and adoption services, as well as public education programs.

Perry County Food Bank – Harry Overholtzer, Director

 
            The Perry County food bank provides emergency food distribution for families that meet the income eligibility requirements.  Emergency food will be provided for people in need Monday, Wednesday, 9 a.m.- 3 p.m., Friday, 9 a.m.-12 p.m., please call 582-5111 for information.

Blain- St. Pauls Lutheran Church 8:00 a.m. – 9:30 a.m.
Ickesburg- United Church of Christ 10 a.m. – noon
Duncannon- Borough office (rear entrance), High Street, 9 a.m. – 11:00 a.m.
Liverpool- Good Shepherd Lutheran Church, 1000 N. Front Street, Liverpool 9 -11:00 a.m.
Marysville- Wesley United Methodist Church, 450 Sylvan St. 8:30 – 10:00 a.m.
Millerstown- Millerstown Moose, 109 Juniata Parkway, 9 -10:00 a.m.
Newport- St. Paul’s Lutheran Church, Market and 4th Streets, 9 -11:00 a.m.
New Bloomfield- Perry County Food Bank Building, 9 – 11 a.m.
 

Domestic Violence –Susanna Fowler

 
            This office provides FREE services to victims of domestic violence and their dependents.  DVS/CP provides counseling, advocacy, and accompaniment to legal proceeding.  Emergency shelter is also available for victims of domestic violence.  Cont act the services via their 24 hour Hotline: 1-800-852-2102. 
 
 
Rental Assistance Office – Fran Cook, Director
 
            This office provides assistance in locating housing and rental subsidies, and is open Tuesday through Thursday from AM to Noon.

Perry County Transportation Authority– Monday- Friday, 8A.M.- 4 P.M.
 
          This office provides transportation for eligible residents of the County. Through contracts with the Perry County Area Agency on Aging and the Pa. Department of Transportation, this agency provides medical, senior center and shopping trips for County residents aged 60 years and over.  Meals on Wheels are delivered as well.  Trips are also provided for eligible Medical Assistance clients for medical purposes only through a contract with the PA. Dept. of Welfare. Through another contract with the Cumberland-Perry Mental Health Mental Retardation Program this office provides transportation to a sheltered work area.  The vehicles used for this purpose are owned by the Cumberland/Perry MH/MR Program.
