VETERANS MEMORIAL BUILDING ROOF REPLACEMENT

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Veterans Memorial Building Roof Replacement Project will be received by the Perry County Board of Commissioners at the Perry County Veterans Memorial Building, P.O. Box 37, 25 West Main Street, New Bloomfield, PA 17068, Attention: Kathy Burkholder, Chief Clerk, until 3:00 P.M. local time on Friday August 17, 2018. Bids received by the due date and time will be publicly opened and read at 10:15 A.M. local time on Monday August 20, 2018 in the Commissioners Meeting Room, Perry County Veterans Memorial Building, 25 West Main Street, New Bloomfield, PA 17068. 

Each bid must be enclosed in a sealed envelope and clearly marked, “BID for Veterans Memorial Building Roof Replacement Project”.

The Project consists of the removal of existing roofing material and insulation, installation of new insulation, modification of roof drains and gutters, and installation of a new EPDM roofing membrane.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis.

The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc., 369 East Park Drive, Harrisburg, PA 17111. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 8:00 A.M. and 4:00 P.M. and on Fridays between the hours of 8:00 A.M. and 12:00 P.M.

Bidding Documents may be obtained from the Issuing Office during the hours indicated above or the Perry County Commissioners Office during regular business hours.  Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $25.00, plus 6% sales tax for a total cost of $26.50.  Upon request and receipt of the document costs indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference will be held at 11:00 A.M local time on Wednesday August 1, 2018 at the Perry County Veterans Memorial Building, 25 West Main Street, New Bloomfield, PA 17068.

Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.

All questions about the meaning or intent of the Bidding Documents are to be sent in writing to Herbert, Rowland & Grubic, Inc. in accordance with the Instructions to Bidders.  Telephone inquiries are unacceptable.

All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).

Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid.

The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.

Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.

This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. 

All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award.  Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color.

The Perry County Board of Commissioners reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Board of Commissioners, and to reject any or all proposals.
