The Prothonotary's Office is a dual-function office that includes the Prothonotary and the Clerk of Courts. The Prothonotary handles Criminal, Civil and Juvenile actions. These actions are filed, docketed and indexed in this office. Civil Actions include trespass, assumpsit, equity, ejectment, mechanic's liens, stipulation against liens, plus filing of secured transactions, insurance bond financial statements and notary registration.

The Prothonotary is elected for a four-year term of office.

The Clerk of Courts has charge of all criminal filings, exhibits, witnesses and jurors. Administering oaths, certifying legal documents, processing passports, filing State and County reports and distributing fines and costs collected are more duties of the Clerk of Courts.

In light of the COVID-19 outbreak in Pennsylvania and the resulting need for social distancing, the Prothonotary’s Office has made a computer terminal available for access to public records.  The terminal shall be available by appointment only.  Appointment times may be limited to assure equal access to the terminal.  Anyone who will be using the terminal is strongly encouraged to comply with all safety guidelines issued by the Governor.  Further instructions will be provided at the time that the appointment is scheduled.

 Passports applications will be accepted by appointment only:

 Monday through Friday, 8:00am-12:00pm and 1:00pm-3:00pm

Due to the pandemic, please download the application from and complete (do not sign) prior to your appointment.  You will be required to have a 2 x 2 passport photo to submit with your application, which can be obtained from AAA, Rite Aid, etc.  The Philadelphia Passport Agency is only accepting routine applications; however, they are unable to meet their usual processing time of 6-8 weeks for Routine Services.  Customers should expect significant delays beyond the time period it normally takes to receive their passport.  No expedited services are available at this time.  For the latest information on Passport Service Operations, please visit their website at
